I have this file (pspbrwse.jbf) here and there, in several folders, I assume that it is a temp file that can be deleted...am I right ? I don't want to goof and delete something that, I'm not supposed...

The bf stands for browser file. It is a record of all the thumbnails and the viewing order that you see in the browser. If you delete them the browser has to rebuild them from scratch. Unless you are...
